EDEN PRAIRIE, Minn. (AP) ? Minnesota Vikings running back Adrian Peterson has been ruled out of Sunday's game because of a sprained left ankle.

The Vikings announced Saturday that Peterson had been downgraded on the injury report from doubtful to out and would not travel with the team to Atlanta to play the Falcons. This will be only the fourth game in Peterson's five-year NFL career that he will miss.

Toby Gerhart will be the featured runner in Peterson's place.

The Vikings also waived wide receiver Stephen Burton Saturday and signed tight end Allen Reisner from the practice squad with their top two tight ends hurting. Kyle Rudolph is doubtful because of a bruised quadriceps, and Visanthe Shiancoe is questionable due to a strained hamstring.

Egypt's military ruler: Nation at crossroads

Egyptians prepared to vote Monday in the first elections since Hosni Mubarak's ouster, a milestone many hoped would usher in a democratic age after decades of dictatorship. Instead, the polling is already marred by turmoil in the streets and the population is sharply polarized and confused over the nation's direction.

Nine months after the popular uprising that pushed Mubarak out, protesters are back in the streets. This time, they are demanding that military ruler Field Marshal Hussein Tantawi and his council of generals step down immediately, accused of bungling the transition. Nine days of clashes that have left more than 40 dead have heightened fears of violence at polling stations.

More critically, the political crisis has cast doubt on the legitimacy of the vote, which is expected to be dominated by Islamic parties. That could render the parliament that emerges irrelevant.

"We have no idea who we are going to vote for," said Mustafa Attiya Ali, a 50-year-old barber in Cairo. "We don't know any of the candidates, but I and my friends will get together tonight and decide who to vote for."

Egypt's military rulers decided to forge ahead with the elections despite the new wave of unrest, scenes starkly reminiscent of the first uprising. On Sunday night in Cairo's Tahrir Square, the center of the original uprising, a relatively small crowd of a few thousand braved a rare rainstorm to keep the round-the-clock protests going.

Egypt has not had a fair or clean election in recent memory. The last parliamentary vote held under Mubarak was in November and December a year ago and it was so fraudulent, the ruling party won all but a handful of seats.

Tantawi and other generals have pledged to ensure a clean election and troops and police began deploying on Sunday evening to protect thousands of polling centers. Foreign groups sent missions to witness the vote, but officially the military banned international election observers.

"I have serious concerns about the safety of the ballot boxes staying overnight uncounted at the polling centers," said Hassan Issa, an oil engineer from Alexandria. "They will definitely be rigged," he predicted.

American filmmaker in Cairo tells of arrest ordeal

A high turnout will likely benefit the military because the vote is a crucial part of a road map it proposed for a transfer of power to civilian authorities ending with presidential elections before the end of June 2012.

High turnout may also undermine the tens of thousands of anti-military protesters ? many of them see the vote as inconsequential. It could also dilute the Islamist vote because the majority of Egyptians, while pious, prefer separation of religion and politics.

"I want an Islamic state in Egypt, but not like Saudi Arabia or Iran," said Mohammed, a 19-year-old student from Cairo's upscale Mohandiseen district who only wanted his first name published.

Low turnout could give credence to protester claims that the vote lacks relevance and legitimacy and bolster the argument that voting should have been put off until the military returned to its barracks.

The uprising that forced Mubarak out after nearly 30 years in power left his regime almost entirely intact. The weeks that followed his ouster saw a series of massive protests that pressured the military into caving in to some of the revolutionaries' demands, including the arrest of Mubarak and his two sons. Mubarak is now on trial on charges carrying the death penalty, while the two sons, including one-time Mubarak heir apparent Gamal, are facing corruption charges.

Relations between the military and the youth groups behind the uprising steadily deteriorated, primarily over the trial of civilians before military tribunals ? at least 12,000 since February ? and other human rights violations. The military responded to the criticism with a campaign to discredit the groups as stooges of foreign powers, portraying protesters as irresponsible youths and football hooligans.

The rift widened with the ruling council trying to push through guidelines for the drafting of the next constitution that would give the military immunity from oversight and a guardianship political role that would allow it the final word on major policies. The activists said it was a power grab.

Adding to election-related confusion, many candidates have suspended their campaigns over the past week, either because of the tenuous security or so as not to be seen as too thirsty for the power that comes with a parliamentary seat.

"I am not going to vote tomorrow because everyone who is running is a thief and only cares for the seat they want to sit in," said Abu Ahmed, a 36-year-old fruit vendor in the Mediterranean port city of Alexandria. "Many times they've tried to buy my vote with a bag of food or money. They know that I'm poor and they want to take advantage of me. I don't read or write, but I know that Tantawi needs to go," he said.

Tantawi responded to the calls for him to leave by digging in Sunday, refusing to surrender power and issuing stern threats of "extremely grave" consequences if the unrest does not end.

The protests have left at least 43 dead and more than 2,000 wounded, according to the Health Ministry, most of them in Cairo.

"Egypt is at a crossroads ? either we succeed politically, economically and socially or the consequences will be extremely grave and we will not allow that," warned Tantawi, who was Mubarak's defense minister for 20 years. He accused foreign powers he did not name of meddling in Egypt's affairs, echoing Mubarak's rhetoric in his final days of power offering his regime as the preserver of order and the alternative as chaos.

"We will not allow a small minority of people who don't understand to harm Egypt's stability," he said, alluding to the protesters in Tahrir.

The protesters demand the military give up power in favor of a civilian presidential council and a "national salvation" government to run the country's affairs until a president is elected.

The military has come under intense criticism for most of the past nine months for its failure to restore security, stop the rapid worsening of the economy or introduce the far-reaching reforms called for by the youth groups behind Mubarak's fall and the ongoing protest movement. They also have not barred people associated with the old regime from running, one of the things that has raised questions about the legitimacy of the vote.

Protesters' anger has been heightened by the death toll that mounts daily.

The powerful Muslim Brotherhood, the nation's largest political group, has stayed away from the protests, apparently out of concern that it might derail an election it is expected to dominate along with other Islamists.

The Brotherhood, notorious for its political opportunism, along with other Islamist groups see the vote as their opportunity to translate relatively wide popular appeal into formal political power that enables them to bring mainly Muslim Egypt closer to their dream of a purist Islamic state.

Their boycott of the anti-military protests has deepened differences with secular, liberal and leftists forces behind the current wave of unrest, deepening political schisms in the country.

The secular and liberal youth groups failed to capitalize on their astonishing triumph over the Mubarak regime and gain political muscle to effectively contest the election. Divided and lacking political acumen, many of them lost touch with the masses, earning the nickname "the Internet elite," a reference to their successful use of social networking sites to organize protests. They lacked a unified vision, leadership and an organized campaign.

Significantly, the military has said that it will retain the right to appoint and dismiss the Cabinet even after the new legislature is seated and is trying to take away from the chamber the right to select the proposed 100-member panel that will draft the next constitution.

If the military clings to its status, there are likely to be stormy negotiations over the formation of a government, and the protesters will try to influence events by bringing numbers to the streets. In any case, lawmakers at best will be on the sidelines trying to make their voice heard.

It is not even clear how long this parliament will be in place. The multistage election for parliament's two chambers stretches on until March. Then, under the latest timetable put forward by the generals, the constitution must be written and approved by late June. No one has addressed the question of whether the parliament being created now could continue in place under a new constitution or whether a new election would be needed.

The election for the 498-seat People's Assembly, parliament's lower chamber, will be held in three stages ending in January, when voting begins for the 390-seat upper chamber, also in three stages, to conclude in March. Monday's vote will take place in nine provinces whose residents account for 24 milion of Egypt's estimated 85 million people. Most prominent of the nine provinces are Cairo and Alexandria, Egypt's second largest city.

Run-off elections for all six stages will take place a week after each of the six rounds. Voting in each stage has been extended by one extra day, a decision made by the military to boost the turnout but which has raised suspicions that it could encourage foul play.

Rodney Harrison: NFL should suspend Suh

Ryan Mathews, Nick RoachAP

We handle the biggest injury news all day in the rumor mill.?

The rest goes right here, in America?s most popular injury segment that always listens to the National Anthem.

1. Kevin Kolb is officially questionable after being limited in practice all week with his toe injury. ?We won?t know his status until gametime, but signs are pointing towards Kolb playing.

2. The Rams? two best defenders are questionable.?Linebacker James Laurinaitis (foot) and defensive end Chris Long (ankle) practiced in a limited fashion during the week, so they should play.

3. The Bills have a sadly big list of starters that are out this week. Some of the players are already on injured reserve, but we?ll reprint here: Running back?Fred Jackson (fibula), wideout Donald Jones (ankle), kicker Rian Lindell (shoulder), cornerback Terrence McGee (knee), and safety George Wilson (neck) are out. ?Backup wide receiver Naaman Roosevelt (shoulder) is also out.

4. The Jets are healthy, with the exception of kick returner?Jeremy Kerley (knee) and running back LaDainian Tomlinson (knee). Both are questionable, but they didn?t practice all week.

5. Tight end Dallas Clark (fibula) is out once again. Running back Joseph Addai (hamstring) should be back after practicing fully all week.

6. The Raiders will be without?wide receiver Jacoby Ford (foot), running back Darren McFadden (foot), and defensive end Jarvis Moss (hamstring). ?Half the team is questionable, including two players that didn?t practice all week: running back?Taiwan Jones (hamstring) and wide receiver Denarius Moore (foot).

7. A few extra days off did the Broncos some good. The entire active roster should be available to face San Diego.

8. The Chargers got some good news on Friday. Running back Ryan Mathews (knee) is probable despite missing practice Thursday, and their best pass rusher Shaun Phillips (foot) was upgraded to questionable this week.

The bad news:?Defensive end Luis Castillo (tibia), wideout Malcom Floyd (hip), and tackle Marcus McNeill (neck) are all still out. Two other guards are doubtful. The offensive line is in bad shape.

9. Andre Johnson (hamstring) is officially probable as he returns from his lengthy injury. ?He should be happy about his matchup with Jacksonville because . . .

10. The Jaguars defense is banged up. Cornerback Derek Cox went on injured reserve Friday. Fellow starter Rashean Mathis is already there. Defensive line starters?Terrance Knighton (ankle) and Matt Roth (concussion) are both out.

11. The Falcons will be short in the secondary. Luckily, they are playing the Vikings. ?Cornerback Kelvin Hayden (toe) is out and cornerback Brent Grimes (knee)?is questionable despite not practicing all week.

12. Patriots wideout?Chad Ochocinco (hamstring) is officially questionable after missing practice Friday. There are nine other Patriots that are questionable, but they all practiced in a limited fashion during the week. Linebacker Brandon Spikes (knee) remains out.

13. Redskins receiver Santana Moss (hand) is back in the mix. He?s probable.

14. The Steelers list linebacker?LaMarr Woodley (hamstring) as questionable, but there is doubt locally that he?ll suit up.

Stocks fall on worries about global growth

By msnbc.com news services

U.S. stocks fell Wednesday on worries about global economic growth.

Stock markets in Asia fell after a survey showed manufacturing slowing in China, the world's second-largest economy. That came a day after the U.S. government lowered its estimate of third-quarter economic growth in the world's biggest economy.

Before U.S. markets opened Wednesday, the government released a mixed batch of economic reports.

The Labor Department said initial unemployment claims rose to 393,000 last week, slightly more than economists expected.

Consumer spending increased 0.1 percent last month, below expectations and the weakest gain in four months. Incomes, however, were up 0.4 percent, which was slightly better than expected.

Orders for long-lasting manufactured products fell for a second straight month. The Commerce Department said durable goods orders fell 0.7 percent, led by a drop in spending for commercial aircraft.

Stock futures cut some of their losses after the data came out.

In corporate news, Deere & Co. said strong sales of its farm equipment helped boost the company's fourth quarter profit by 46 percent, beating Wall Street expectations. Deere shares rose almost 6 percent in premarket dealings.

In Europe, Germany failed to raise as much money as planned in an auction of 10-year bonds. Investors placed bids for only 60 percent of the 6 billion euros ($8.1 billion) up for sale. Part of the problem was the low interest rate, 1.98 percent, the lowest yield for 10-year bonds in the country's history.

The U.S. government's revision to third quarter economic growth helped knock stocks lower on Tuesday. Higher borrowing costs for Spain's government also renewed worries about Europe's debt crisis.

Through Tuesday's close, the S&P 500 is down 2.2 percent for the week and 5.2 percent for November. The Dow has lost 2.6 percent this week and 3.9 this month.

The Associated Press contributed to this report.

Why Iran sanctions are pushing up oil prices

Oil prices rose above $108 per barrel in the wake of new sanctions on Iran. The US, Canada, and Britain announced new sanctions on Iran's energy and finance sectors.

Brent crude futures rose above $108 a barrel on Tuesday as fresh sanctions on Iran raised the prospect of political instability in the region, offsetting the effect on the oil price of worries about the health of Western economies and their fuel demand.

The United States, Britain and Canada on Monday announced new sanctions on Iran's energy and financial sectors, ratcheting up pressure on Tehran to stop its nuclear program.

ICE Brent crude January futures rose $1.45 to $108.33 a barrel by 1445 GMT, after falling for four consecutive sessions. Brent has risen 13 percent this year, and is set for a third annual gain.

U.S. January crude futures were $1.52 firmer at $98.44 a barrel by the same time, having risen to an intra-day high of $98.49 a barrel, after three sessions of losses.

"There is geopolitical risk after Western countries intensified pressure on Iran, cutting financial links and also putting sanctions on the oil industry," Commerzbank oil analyst Carsten Fritsch said. "This increases the risk of supply disruptions either directly from Iran or transported via the Strait of Hormuz, which carries one third of seaborne oil."

Investors fear oil prices could spike in the event of air strikes on Iran's nuclear sites, which could cut supply from OPEC's second largest crude producer and disrupt trade in the Strait of Hormuz, the world's most important oil transit channel.

"I don't expect at all to see Israel coming out with some action here at the end of the day; I read it more as a political play," said DNBNOR's Torbjrn Kjus.

He said the saber rattling was to get more Western countries to unite behind further sanctions.

The uncertainty has supported prices, under pressure from the worsening debt crisis in Europe and the United States that is expected to hurt economic growth.

Analysts expect that liquidity in the oil market will however dry up ahead of the long U.S. holiday weekend.

"Over the next two days the main input is likely to be Thanksgiving. Liquidity should gradually dry up as we go into a very long trading weekend," Petromatrix's Olivier Jakob said.

GEOPOLITICAL RISK RETURNS

OPEC Secretary General Abdullah al-Badri said on Tuesday the global oil market was balanced and prices were "comfortable.

On the supply front, Iran dismissed the new sanctions as propaganda, adding they would not stop it exporting petrochemicals to the European Union.

Escalating unrest in other Middle East nations Egypt and Syria also underpinned oil prices, analysts said.

Stockpile watchers await the latest weekly oil data from the American Petroleum Institute due at 4:30 pm. EST (2130 GMT). A Reuters poll of analysts forecasts a fall in U.S. crude oil and distillate stocks last week while gasoline stockpiles rose.

World equities took a hit on Monday as fears about the ability of politicians on either side of the Atlantic to tackle huge debt burdens sapped investor confidence in riskier assets.

A "super committee" of U.S. lawmakers failed to reach agreement on a deficit-cutting plan while risk premiums on Spanish, Italian, French and Belgian government bonds rose as investors fled to safe-haven German Bunds.

"The big concern now is whether U.S. politicians will stall an economy that is starting to recover," ANZ analysts, led by Mark Pervan, said in a note.

Even China's economy faces growing risks from Europe's sovereign debt crisis and from debt held by local Chinese governments, the World Bank said, but it could engineer a soft landing by easing monetary policy.

Paper Jamz Pro Mic

The Paper Jamz Pro Mic series by Wowwee ($39.99 list) is essentially a karaoke machine for kids made out of paper. Well, not your average paper. It's Active Graphics Technology circuit-embedded paper, which allows you to play like a pro by simply touching the paper surface.

The Pro Mic measures a compact 6 by 5 by 1 inches (HWD) and weighs 8.8 ounces. It comes in three different styles, and requires four AA batteries. It works with both PCs and Macs, and comes with two songs bundled in. The Pro Mic features several voices effects. The Perfect Pitch effect corrects your pitch so you're automatically in tune, while Chorus multiplies your voice. Auto Vibrato adds dramatic effect to your voice, and Melody Match tunes your voice so you always sing in perfect pitch. Finally, there's Auto Harmony, which makes you sound like part of a perfectly harmonized duo.

To download new songs into the device, users (or their parents) need to install the Paper Jamz Pro desktop app onto their PC or Mac. Then connect your Pro Mic to your PC via the included USB cable, and drag and drop song files into the desktop app, which will tell you if the song will work on your Paper Jamz device. The Pro Mic supports MP3 and M4A file formats. Alternatively, you can purchase songs via the The Pro Series Setlist, which has certified-compatible tunes.

FDA revokes approval of Avastin for breast cancer (AP)

WASHINGTON ? The blockbuster drug Avastin should no longer be used in advanced breast cancer patients because there's no proof that it extends their lives or even provides enough temporary benefit to outweigh its dangerous side effects, the government declared Friday.

The ruling by the Food and Drug Administration was long expected, but it was certain to disappoint women who say they've run out of other options as their breast cancer spread through their bodies. Impassioned patients had lobbied furiously to preserve Avastin as a last shot.

But repeated studies found the drug had only a small effect on tumor growth. The research didn't show evidence that patients lived any longer or had a better quality of life than if they had taken standard chemotherapy. The FDA concluded that the drug presented an array of risks, including severe high blood pressure, massive bleeding, heart attack or heart failure, along with perforations in the stomach and intestines.

"I did not come to this decision lightly," said the FDA commissioner, Dr. Margaret Hamburg. But, she said, "Sometimes despite the hopes of investigators, patients, industry and even the FDA itself, the results of rigorous testing can be disappointing."

Avastin is the world's best-selling cancer drug, and also is used to treat certain forms of colon, lung, kidney and brain cancers. So even though FDA formally revoked its approval of the drug to treat breast cancer, doctors still could prescribe it ? but insurers may not pay for it. Including infusion fees, a year's treatment with Avastin can cost $100,000.

Some insurers already had quit covering the drug's use in breast cancer after FDA's advisers twice ? once last year and once this summer ? urged revoking the approval.

But Medicare said Friday that it will keep paying for now. In a statement, the agency said it "will monitor the issue and evaluate coverage options as a result of action by the FDA but has no immediate plans to change coverage policies."

Hamburg said any woman wishing to remain on Avastin should have an in-depth discussion with her doctor about the risks and what the research into the drug showed.

Avastin manufacturer Genentech, part of Swiss drugmaker Roche Group, had argued that the drug should remain available while it conducted more research to see if certain subsets of breast cancer patients might benefit, perhaps people whose tumors contain certain genetic characteristics. After all, some doctors had argued that they do see a few patients who seem to do better with Avastin than without it.

Hamburg said she considered that argument, but that scientifically there are no clues yet to identify such women. She urged Genentech to do that research, saying FDA "absolutely" would reconsider if the company could find the right evidence."

"We're eager to work with the company, and we hope that the science will advance and that we will be able to offer patients with metastatic breast cancer better, safer, more effective treatments for this devastating disease," Hamburg said.

Genentech pledged to begin such research.

"We are disappointed with the outcome. We remain committed to the many women with this incurable disease and will continue to provide help through our patient support programs to those who may be facing obstacles to receiving their treatment in the United States," said company chief medical officer Dr. Hal Barron.

One patient advocacy group called the decision a mistake.

"Any one life is significant. In this case we're talking about several thousand lives a year," said Frank Burroughs of the Abigail Alliance, which advocates for access to experimental medicine.

In 2008, the FDA allowed Avastin to be marketed as a treatment for breast cancer that has spread, or metastasized, to other parts of the body and is generally considered incurable. The approval came under a special program that allows patients access to promising treatments while their makers finish the studies needed for final proof that they really work as promised. That approval is revoked if the research doesn't pan out, something that happens only very rarely.

Romney plays it safe on high-stakes debates (AP)

PETERBOROUGH, N.H. ? For as long as he's been the Republican front-runner, Mitt Romney has avoided taking firm positions on high-stakes Washington spending debates.

This week's example: The former Massachusetts governor's refusal to endorse or oppose a deficit-cutting plan introduced by members of his own party, with a key deadline looming. Romney's cautiousness builds on the play-it-safe approach he has employed on issues ranging from Medicare overhauls to debt-ceiling negotiations, drawing criticism from GOP rivals and raising questions among uncommitted Republicans.

"It's a risky move to not take a position," said Michael Dennehy, a New Hampshire-based Republican operative who led Sen. John McCain's presidential bid four years ago. "When there's going to be intense scrutiny in these final seven weeks, voters are going to want to see someone who is showing their capacity to lead."

Romney's campaign says the GOP presidential hopeful has consistently articulated his economic plans.

But he has shown little willingness to inject himself into congressional debates on an issue he lists among his priorities, and which could have a profound impact on the next president's work. Instead, he has tended to focus on general economic principles such as lower taxes and less government spending, referring people to his 300-page book for a detailed version of how he would govern.

His rivals have at times adopted similarly cautious approaches. But they've sought to use Romney's reticence to take a position against him, launching in recent days a new round of criticism against the candidate.

"Now is not the time to be indecisive, it's time to exercise leadership," Michele Bachmann told The Associated Press in an email Saturday. Responding a question about Romney's strategy, she asked: "If you can't lead now, how will you lead as president?"

A congressional supercommittee has until Wednesday to produce a plan to cut deficits by at least $1.2 trillion over 10 years. Failure would trigger automatic, across-the-board cuts to the Pentagon and a wide variety of domestic programs beginning in 2013.

Republican Sen. Pat Toomey, R-Pa., recently offered a key concession ? agreeing to limits on tax breaks enjoyed by people who itemize their deductions, in exchange for lower overall tax rates for families at every income level. A growing number of Republicans in Congress have embraced a tax overhaul package that increases revenues if paired with significant spending cuts.

Romney says he's withholding final judgment because he hasn't seen the specific proposal. He's addressed the congressional debt debate only when forced to, and ignored the issue altogether at a town-hall style meeting with voters here Friday night focused on government spending.

It wasn't until the room was nearly empty that he answered a reporter's question about his reluctance to weigh in.

"I will not endorse any plan that raises revenues, raises taxes," Romney said, declining to address Toomey's proposal specifically. "What I will endorse is a plan that cuts spending and reforms our entitlements for future generations to make sure they're sustainable."

Texas Gov. Rick Perry's campaign has blasted what it called Romney's "timid" approach.

"Mitt Romney soft-pedals the important issues facing this country," Perry spokesman Mark Miner said Saturday. "Washington doesn't need someone who's timid. They need someone like Rick Perry who's going to come in with a sledgehammer and shake things up."

Romney in some cases has been willing to embrace controversial policies. But he doesn't like to be the first to stick his neck out.

This spring, he was reluctant to embrace a plan introduced by Wisconsin Rep. Paul Ryan that would essentially transform Medicare into a voucher program.

He started by applauding Ryan's "creative and bold thinking," but didn't say whether he actually endorsed the proposal. Then in early November, seven months after Ryan's plan was released, Romney released his own plan to overhaul Medicare in a way largely consistent with the congressman's original proposal.

Over the summer, Romney was equally non-committal during a debate over the nation's debt limit that nearly forced a government shutdown and threatened the government's credit rating. He stayed silent on the debt-ceiling deal during its negotiation, announcing his opposition to the final agreement just before lawmakers cast their votes.

His Republican competitors haven't forgotten.

"Whether it's the debt ceiling debate, the Ohio ballot initiatives, or military action in Libya, Mitt Romney has been either unwilling or unable to offer a clear position on issues important to voters," said Tim Miller, candidate Jon Huntsman's spokesman. "Leadership requires taking a stand on tough issues, even if it carries political risk."

Outside the Republican presidential nomination race, some politicians were more sympathetic.

"It's the inherent risk of being the front-runner: you tend to be a little more cautious in your approach on potentially controversial issues," said Kevin Smith, a Republican candidate for New Hampshire governor. "I think it's only an issue to the extent that the other candidates make it an issue."

American Idol winner Ruben Studdard seeks divorce

(AP) ? American Idol winner Ruben Studdard is divorcing his wife of three years, saying they haven't lived together since last year.

Court records show Studdard filed a contested divorce last week in Shelby County, where he lives in suburban Birmingham. The complaint says he and Zuri Studdard split in October 2010, and she now lives in the Atlanta suburb of Smyrna, Georgia.

The complaint cites a "complete incompatibility of temperament" for the divorce, and it asks a judge to enforce a prenuptial agreement that was signed before they wed in 2008.

Studdard was known as the "Velvet Teddy Bear" when he won the second season of American Idol in 2003. Studdard is playing host to a weekend-long event in Birmingham that begins Friday and includes a half-marathon Sunday.

US attorney: Madoff employee to plead guilty in NY (AP)

NEW YORK ? A federal prosecutor says a former employee of Wall Street swindler Bernard Madoff (MAY'-dawf) will plead guilty in New York to charges including conspiracy to commit securities fraud in connection with Madoff's epic Ponzi scheme and will cooperate with the government.

U.S. Attorney Preet Bharara (buh-RAH'-ruh) said in a letter to a judge Wednesday that David Kugel will plead guilty at a court appearance scheduled for Monday. The letter says the charges include a conspiracy that started in the early 1970s and ran through December 2008.

Kugel was a supervisory trader at Madoff's firm. A call to his attorney seeking comment has not been returned.

Madoff used money from new investors to pay returns to existing clients. He pleaded guilty to fraud and is serving a 150-year prison sentence in Butner, N.C. He claims he acted alone.

Giffords faces long road, wants to return to Hill (AP)

WASHINGTON ? Debating opponents. Negotiating compromises. Raising money. The demands of Congress are great for anyone, much less someone recovering from a gunshot to the head like Rep. Gabrielle Giffords.

Giffords' first televised interview showed a lively woman making good progress in recovering from a devastating brain injury, yet still struggling mightily to pull out the words she wants. Only 10 months after her injury, brain specialists unconnected with Giffords' care say she'll almost certainly continue to improve. But no one can predict how much or how fast.

How the brain rewires itself after trauma ? making new connections or recruiting an undamaged area to compensate for a damaged one ? is largely a mystery. But most people with severe brain injuries never emerge as exactly the same person they were before, and lingering impairment could make a return to Congress a difficult decision for Giffords and her family.

The stress of the job should get consideration, said Dr. Jordan Grafman, director of the Traumatic Brain Injury Research Laboratory at the Kessler Foundation Research Center in West Orange, N.J.

"A little stress makes us sharp. A lot of stress kills neurons," said Grafman, who has long studied penetrating brain injuries but hasn't examined Giffords. After a severe brain injury, "I really don't think you'd want to be exposed to the level of stress that you'd be exposed to in Congress. I wouldn't want to."

Monday's interview on ABC was the first opportunity for the public to get a detailed look beyond the reassurances of Giffords' friends and physicians about how she's fared since being shot on Jan. 8. It was a chance to see what someone who's making a recovery often called miraculous or remarkable really looks like.

Giffords appeared determined and confident, but she struggled to form multiple-word sentences, much less string them together for a detailed conversation. With the help of her husband, Mark Kelly, she said she wouldn't return to Congress until she was "better." The filing deadline to run to for re-election to her House seat is May 30.

On Tuesday, Giffords' staff released on her Facebook page a more complex, minute-long recording made last week, two weeks after the ABC interview. In it, she says wants to get back to work.

"I'm getting stronger. I'm getting better," Giffords says still somewhat haltingly. She adds, "There is a lot to say. I will speak better."

Giffords read a script for the recording, which required multiple takes "until she was happy with it," said spokesman Mark Kimble.

To independent brain specialists, Giffords' speech thus far is good, considering the bullet passed right by an important speech region in the brain's left side.

"I think she's way ahead of the curve," said Dr. Ross Bullock, chief of neurotrauma at the University of Miami and Jackson Memorial Hospital. "Just as people's faces are different and personalities are different, just where those collections of really important cells are located varies from person to person," making it impossible to say how much her speech region was damaged.

Indeed, video taken by Kelly of his wife's hard slog through rehabilitation showed a hugely common frustration: People with all kinds of brain injuries recall, once they can speak again, that they knew what word they wanted but a completely unrelated one popped out from their brain's tangled wiring. "Spoon," Giffords kept saying to a therapist early on, instead of "chair."

Recovery from a brain injury is most dramatic in the first year, especially in the first three to six months. Much of that early improvement is spontaneous as the brain's networks reorganize themselves, said Dr. Robert Laureno, neurology chairman at Washington Hospital Center.

The recovery can continue for two years although more slowly, the kinds of changes more noticeable to people you don't see often, Grafman said. Rehab helps to spur the brain's continued rewiring, what scientists call plasticity. Giffords' adaptable personality and motivation give her an obvious advantage, he added.

People can return successfully to high-profile jobs after serious brain injuries. Sen. Tim Johnson, D-S.D., suffered a brain hemorrhage in December 2006 and returned to the Senate the following fall. His speech was a bit slurred, and sometimes he used a scooter to get around. He later won re-election and chairs the Banking Committee.

Grafman says patients must adapt to lingering impairments, with the help of families who are best able to tell if they're making good judgments. For Giffords, a supportive congressional staff can do a lot of the work. But at some point, he noted, "people are going to ask hard questions. How is she going to handle them?"

City Hall Protest Targets Cuts To Health Care In Chicago (VIDEO)

CHICAGO -- (AP) A sit-in outside Chicago Mayor Rahm Emanuel's office to try to stop health care cuts ended Tuesday night after several hours.

Protesters marched to City Hall from a nearby church. They eventually took up seats on the floor outside Emanuel's office. Dozens more assembled in an outside hallway. Emanuel did not visit the protesters.

Ten people were still sitting outside the office Tuesday evening. Police officers stood by, but made no arrests. People who left the building were not allowed back in.

The Chicago Tribune reported that the last protesters decided to leave City Hall at about 10:30 p.m.

The protesters oppose Emanuel's proposed budget, which would close six of the city's 12 mental health clinics and partner the city's neighborhood health clinics with a federal program.

The stumbling, two-decade-old war on hazardous air pollutants ? declared on Nov. 15, 1990, the day President George H. W.
