European stocks close flat before Greek debt vote (AFP)

LONDON (AFP) ? European stock markets closed narrowly mixed on Monday, helped by a bounce on Wall Street as investors awaited the vote in a crucial Greek parliamentary debate on more tough austerity measures.

In London, the benchmark FTSE 100 index of top shares closed up 0.43 percent at 5,722.34 points. In Frankfurt, the DAX slipped 0.19 percent to 7,107.90 points while in Paris the CAC 40 added 0.31 percent to 3,796.55 points.

Other European markets showed a similar mix of losses and gains.

Events in Greece grabbed all the attention as parliament began debate on the austerity measures and French President Nicolas Sarkozy declared in Paris: "We won't let Greece fall. We will defend the euro. It's in all of our interests."

Gamecocks' run through CWS surprises Tanner (AP)

OMAHA, Neb. ? South Carolina coach Ray Tanner didn't go into the season expecting to win a second straight national championship.

"And then you try to do well when you get there."

The Gamecocks (55-14) retooled their pitching staff, star center fielder Jackie Bradley Jr. missed two months with a broken wrist and first baseman Christian Walker played through the same injury during the CWS finals.

Two of their five wins here came in walkoff fashion, and they worked out of bases-loaded situations four times over two games and had left fielder Jake Williams throw out a runner at the plate to prevent Florida from scoring the winning run in Game 1 of the finals.

By comparison, the clinching victory was downright boring.

Michael Roth pitched 7 2-3 innings on three days' rest and the Gamecocks were in control throughout.

The Gamecocks have the distinction of winning the first CWS at TD Ameritrade Park after winning the last one played at Rosenblatt Stadium.

South Carolina became the first team to ever go 10-0 in an NCAA tournament and the first since Oregon State in 2007 to go unbeaten in a CWS.

The Gamecocks' streaks of 16 NCAA tournament wins and 11 straight in the CWS are both the longest all-time.

They became the sixth team to win consecutive national titles and first since Oregon State in 2006-07.

"We're not the most talented team, and we don't have the best players position for position," Roth said, "but we go out and stick together as a team. We battle. I can't describe it. We're a bunch of average Joes and love each other and come out and battle."

Peter Mooney doubled to start a three-run third inning in the matchup of SEC rivals and hit the Gamecocks' first home run of the CWS in the sixth.

After giving up four runs in the first inning of their opener against Texas A&M, the Gamecocks allowed just six in their other 50 innings here.

"They earned this one," Florida coach Kevin O'Sullivan said. "They were a little bit better than us in all phases. They pitched a little bit better. They hit a little bit better. They played a little bit better defense and they earned it."

Three of the Gamecocks' first four wins here came in their last at-bat and included incredible pitching and defensive performances in the late innings.

"You have to be a little lucky to win this game," Tanner said. "We were living a charmed life."

Wingo had the winning hit in the bottom of the ninth against Texas A&M and made two great plays to keep Florida (53-19) from scoring late in the game Monday. He batted .333 and drove in four runs.

"He's been so valuable to this program," Tanner said. "He loves this program. He has fun. That's how you have to play this game."

Roth (14-3), who pitched seven innings against Virginia on Friday, gave up five hits and two runs before leaving in the eighth. He started last year's national championship game but didn't get the decision.

"Mike has the biggest heart of anyone I've seen on the field," said South Carolina's Christian Walker, who played the last two games with a broken left wrist. "You want him out there even if he's not 100 percent."

Among pitchers who have worked 30 innings at the CWS, Roth's 1.17 ERA over 38 1-3 innings the past two years ranks second all-time behind Ohio State's Steve Arlin, who had a 0.96 ERA over 47 innings in 1965-66.

Roth came in with a 0.98 ERA for the season and held Florida without a run after it got leadoff men on base in the fifth, sixth and seventh innings. Roth left with two outs the next inning after giving up a double to Mike Zunino, who later scored on Josh Adams' single off John Taylor.

Gunmen attack top hotel in Kabul

The Intercontinental is one of Kabul's best-known hotels and is situated on a hill in the west of the city

A hotel popular with Westerners in the Afghan capital, Kabul, has come under attack by gunmen, police have said.

Kabul's police chief told the BBC that security forces were exchanging fire with up to six assailants who had got inside the Intercontinental Hotel.

A security official said three suicide bombers had blown themselves up - at the hotel's front gate, on the second floor, and at the back of the hotel.

Another senior police official said a number of officers had been wounded.

The Intercontinental is one of Kabul's best-known hotels. It is situated on a hill in the west of the city and was established in 1969.

A guest told the Associated Press that the attack began when many people were having dinner in the hotel's restaurant, and that he had heard gunfire throughout the building.

The security official told the BBC: "We think there are six suicide attackers who got inside the hotel."

"We are fighting a very organised group of suicide attackers."

The Taliban said they were behind the attack, AP reported.

As Perry flirts with a presidential candidacy, the long-disputed case of Cameron Todd Willingham, executed in 2004 for an arson that many fire experts believe he did not commit, is emerging again.

Willingham was convicted of setting a 1991 fire that destroyed his house and killed his three young daughters. Perry denied a last-minute request for a stay of execution in 2004 based on new scientific analysis that there was no evidence of arson at the house. And he later removed several members of a state panel investigating the case -- a move designed to delay a politically damaging report from the panel, critics charge.

In April, a state commission investigating the case finally issued a lengthy report calling for more training for fire investigators. It is now awaiting a legal opinion on whether it can rule that fire investigators in the Willingham case were negligent or guilty of misconduct -- a conclusion that, if it is made, would likely generate more damaging headlines for Perry.

To learn more about the case, I spoke with Steve Mims, co-director of a recent documentary on the case, "Incendiary." The transcript has been edited for length and clarity; the trailer for the film is at the bottom of this post.

For people who have not been following this case, what's this all about?

In 1991 there was a fire at Cameron Todd Willingham's residence in Corsicana, Texas, which killed his three daughters. He had a trial in 1992 and he was convicted of arson and sentenced to be executed. He was then on death row from 1992 to 2004 when he was executed. At the time he was convicted, the authorities used the arson investigation techniques that were known by these local guys in Corsicana. But it turns out the process they used at the trial was not current to the standards of that time for investigating arson.

While Willingham was on death row, a fire scientist in Austin got a chance from an appeals attorney to review the case materials. That scientist wrote a report outlining his conclusion that there was no evidence of arson. His report went to the governor's office a few days before the execution, with Willingham's appeals attorney asking for a stay and a 30-day review based on the new analysis. That request was declined by Rick Perry. So he was executed in spite of the fact of a scientific opinion that there was no evidence of arson.

What do we know about the thinking that went into Perry's decision to reject the request for a stay in 2004?

The only thing that we know is via Willingham's appeals attorney, who spoke to someone in the governor's office. That staffer said that the governor had taken a look at it and didn't see anything that would warrant postponement of the execution. That's basically all we know about it.

Why is the case still in the public eye so many years later?

Well, eventually the Texas Legislature formed a body called the Texas Forensic Science Commission to look at cases where there had been possible abuses. The Innocence Project brought the Willingham case to that commission because of the concerns about bad science being used to convict a person for murder. The commission hired independent scientific experts to look at the case and eventually it had two reports finding that there was no evidence of arson. That brings us up to October of 2009 when the Forensic Science Commission was about to accept a verbal report from one of the scientists about his findings. And the governor removed three members of the commission -- the chairman and two others -- which in effect canceled that presentation.

By this time we were shooting the film, originally inspired by David Grann's extensive and terrific article in the New Yorker. So it evolved from a project that was initially about science and law to also include this political story about an apparent attempt to slow down a process whereby the truth would come out about the Willingham case.

So the timing of Perry's removal of these commissioners -- what was going on with the investigation?

They were removed two days before a scientist named Craig Beyler was scheduled to formally present his findings that there was no evidence for arson. Perry appointed a new chair of the commission and the body did not meet again until the end of January 2010. Now, part of the backdrop of this was this was all going on in the middle of the Republican gubernatorial primary. So the case had become an issue because of the attention this investigation was getting.

Were you able to talk to Perry?

No. As a matter of fact during that time he wouldn't even debate anybody as part of the campaign. What we do have is an excellent interview done by Evan Smith of the Texas Tribune, the only person Perry sat down with. Perry said that he believed the scientific evidence was correct and that the judicial process had been correct. It's impossible to know what his thinking is. Prime Minister Manmohan Singh, Finance Minister Pranab Mukherjee, Home Minister P. Chidambaram and Congress general secretary Rahul Gandhi were among the 30 of the 35 working committee members who attended the meeting.

In her introductory remarks, Gandhi said that she and the prime minister have been expressing their views on the issue of corruption and explaining the action taken.

"But the discussion in the meeting was only on the Lokpal bill issue," Dwivedi added. Sixteen members spoke at the meeting, he said.

Mukherjee, who was also the co-chair of the joint drafting committee of the Lokpal bill - which comprised five ministers and five civil society leaders, including Anna Hazare - briefed the meeting about the developments regarding the Lokpal bill, Dwivedi said.

Mukherjee said that the draft bill, along with the differences expressed by the civil society members, will be sent to the cabinet. Meanwhile, consultations will be held with the political parties.

The bill, as approved by the cabinet, will be introduced in parliament and will pass through the "suitable constitutional process" and taken ahead, Dwivedi said.

In his concluding remarks, Manmohan Singh said he took note of the opinions expressed by the members, Dwivedi added.

Asked whether the Congress stand will be different from the government's, Dwivedi said the party had always been backing the government's position.

To a question on how the party viewed the threat of Hazare to hold another fast from August 16, Dwivedi remarked: "Let August 16 come."

Panda pregnancy watch under way at National Zoo (AP)

WASHINGTON ? Teams of fans are keeping a 24-hour-a-day watch on the National Zoo's giant panda, Mei Xiang (may-SHONG) to see if she might give birth.

Scientists at the zoo detected a rise in hormone levels in May that could indicate that by early July she may give birth or end a false pregnancy.

Mei Xiang was artificially inseminated twice in January. But it's difficult to know whether a panda is pregnant or exhibiting signs of a false pregnancy.

Since early June, zoo veterinarians have been trying to perform ultrasounds several times a week. The zoo says Mei Xiang has not always been cooperative. She is also exhibiting signs of a pregnancy, such as eating less, sleeping more and cradling objects.

But for now, it's too soon to tell.

A more striking symbol of the impact of cuts to education funding would be hard to imagine: A gleaming new Southern California high school that cost more than $100 million to build will sit empty and unused, because the local school district doesn't have enough money to run it.

In 2007, voters approved approved bonds to finance the building of Hillcrest High School in Riverside, which was intended to relieve overcrowding at a nearby high school. But thanks to major cuts in state education funding, the local school district can't afford the $3 million it would cost to pay administrators, teachers, and other staff, and to handle the other expenses that come with operating a school.

So when the school year begins in the fall, Hillcrest will sit idle. Its campus is currently fenced off.

Wendell Tucker of the Alvord Unified School District said the district's $130 million operating budget had been cut by $25 million.

"When the California budget goes down and income in the state goes down, funding to K-through-12 education goes with it," Tucker told USA Today. "We made a number of budget adjustments. Right now, we simply are out of adjustments, and it's not feasible ? to open this school."

And it's not clear that things will be any different in 2012. "We'll look at it on a year by year basis," Tucker added.

As if all this weren't frustrating enough, even though the school won't be in use, the district will still have to spend $1 million to maintain the buildings and run air conditioning and other systems, to keep them from deteriorating. The library and sports fields will be made available for community use.

That's little comfort to students at nearby La Sierra High School, where some classes pack in as many as 37 kids.

"I wanted to go to that school," said Natalie Mercado, 14, who lives near the new campus. "I was really excited. ? It looked really good."

According to Alvord school board member Ben Johnson, it was a choice between laying people off and keeping Hillcrest closed. "Choosing between people losing jobs and opening the school site, I couldn't in my mind justify one more person out of a job," he said.

Hillcrest's woes are just a symptom of a larger education funding crisis in the Golden State. To address a severe budget shortfall, the state has cut one third of K-12 funding over the last three years--$18 billion in all. California's once-vaunted education system is now 44th among states in terms of per-pupil spending.

Meanwhile, the state's economy is showing few signs of improvement. Its 11.7 percent jobless rate is the second-highest in the nation, and its housing market, hit hard by the mortgage crisis, has yet to recover.

The Hillcrest fiasco is a poignant marker of the bleak situation. "It's definitely a sign of the times," Tucker said. "This is a real-life example of what the current budget situation has done to K-through-12 education.''

ALBANY, N.Y. ? Will the Knights of Columbus be required to open their halls for gay weddings if New York lawmakers legalize same-sex marriage? Will Catholic adoption agencies be forced to choose between placing children with gay married couples or leaving the business?

As New York moves closer to a vote on legislation that would make it the sixth and largest state where same-sex marriage is allowed, some Republicans are demanding stronger legal protections for religious organizations that object to the practice.

Many states that offer gay marriage or civil unions have some religious exemptions. But in some places, Catholic adoption agencies shut down and at least one religious organization lost its tax-exempt status.

Supporters of gay marriage say there are already adequate protections in New York law, and they have suggested the GOP objections are just a smoke screen. But religious leaders say the fears are genuine.

?The stakes are huge,? said Ed Mechmann, an attorney and assistant director of the family life office at the Archdiocese of New York. ?I think this could have a catastrophic effect on our agencies.?

The New York bill introduced by Gov. Andrew Cuomo would protect clergy who refuse to perform weddings for gay couples, a provision common in other states with gay marriage. A broader concern was protecting religious groups from discrimination charges if they refuse to provide their facilities or services.

Negotiators for Cuomo and the lawmakers met behind closed doors, so it was not clear where talks stood Wednesday afternoon, hours before a possible floor vote. But the Catholic establishment in New York, which opposes the bill, was worried that its adoption agencies might close down.

Three Catholic dioceses in Illinois recently announced that they would end their state-funded adoption and foster-care program because of a civil union law that took effect June 1. Catholic Charities had been allowed to refer unmarried or gay couples to other agencies, but lawmakers did not pass an amendment exempting religious groups.

The case mirrors an earlier one in Massachusetts, which in 2004 became the first state to allow gay marriage. Catholic Charities of Boston announced in 2006 it was getting out of the adoption business rather than comply with the state law. And in Washington, D.C., Catholic Charities of the Archdiocese of Washington shut down its foster care and public adoption program last year rather than serve same-sex families.

Currently, New York does not allow state-supervised, private adoption and foster care agencies to reject applicants solely on the basis of homosexuality. However, Mechmann noted that New York law gives adoption agencies discretion to consider the best interest of the child and that Catholic agencies believe it is in a child?s best interest to be placed with a married couple.

Without an explicit exemption in a New York gay marriage law, Catholic and other faith-based adoption agencies here could face the same quandary as their counterparts in some other states, Mechmann said.

Negotiators in Albany also were seeking to protect religious groups from discrimination charges if they refuse to provide their facilities or services. Some opponents of the bill were worried about its effect on groups like the Knights of Columbus or on marriage counselors. One lawmaker sought protection for individuals and businesses such as caterers, but they are not part of the negotiations.

Mechmann is concerned that the current bill does not go far enough to protect a hall from being considered a public accommodation if the group that operates it rents it out for weddings and events. He said a Methodist group in New Jersey saw its state property tax exemption revoked after it would not let a lesbian couple use its beachside pavilion for their civil union ceremony.

Vermont?s law has an exemption that says churches are not bound to rent their halls or open their facilities for same-sex weddings if the church has religious objections to same-sex marriage.

There are also fears that Catholic groups ? huge providers of social services in many communities ? could lose their government contracts if they are found to have discriminated against gay couples.

Bill Banuchi, who provides Christian marriage and family counseling and seminars through his Marriage and Family Savers Institute in Newburgh, N.Y., said he wouldn?t be protected by any religious exemptions because his business is considered a tax-exempt, not-for-profit educational charity, not a religious institution.

?We have certain principles and ethical guidelines we?d have to compromise,? Banuchi said Wednesday. ?We would be in violation of the law and open to being sued for discrimination, and we could lose our tax-exempt status if we refused to counsel couples according to their value system. Our value system is that the only authentic marriage is between a male and a female.?

But bill proponents say adequate protections already exist in New York.

?What?s going on here is an effort to make a mountain out of a mole hill,? said Susan Sommer, director of constitutional litigation for Lambda Legal, a New York-based gay rights organization. ?There has been a notable absence of conflict anywhere in the country pitting marriage rights or civil union rights against religious objections.?

Sommer said New York law bars florists, caterers or other service providers from refusing to serve customers based on their sexual orientation.

She added that the Knights of Columbus and other private ?benevolent organizations? already can legally choose to keep their doors closed to gay couples, rights reiterated in the bill working its way through the Legislature.

?The Knight of Columbus does not have to rent its catering hall to anybody it doesn?t want to,? Sommer said.
